Sorry, where do you bake challah? In the oven? The oven temperature should be 180-190 * C, then the baking will go well.
We check the readiness of the challah with a knitting needle, it must be dry, without a bloom of raw dough on it.
But it is best to check the readiness of the bread with a temperature probe, at temp. inside bread 94-96 * C bread is guaranteed ready.

The dough can rise high, but it is always baked! If only this is a feature of the x / stove model, please indicate the model of your x / stove in the profile in order to speak in detail.

Another option: it was not baked, because the dough had a high liquid content, so the crumb remained very moist.

Always check the condition of the dough when kneading, the flour / liquid balance, the dough should be moderately soft
