For the author of the recipe, it is the long-term stewing that allows you not to add vinegar, especially the acidic environment (tomatoes) is present. So it's purely a matter of taste - stew less, but add vinegar, or stew, but without vinegar. All the same, vitamins in both cases (as in most examples of home canning) should be forgotten.
