Well, or you have the very minimum - not so small. Maybe put the flame divider or rearrange it on another burner, where is the minimum? Or just use less water. Not 200, but 150, for example. Nothing wrong. In my here, according to the instructions, only 100 ml should be poured.
All the same, I think the fire is too big. I have a very low flame at minimum and the whistle is generally silent there. And when they bought the stove, the minimum was pretty big, and when (for another reason) we called the gasman, we asked along the way to adjust the height of the flame. Now everything is OK.
