Yeah, that's exactly what I do, I fry until tender, and I like to add tomatoes there (or tomato juice). And I mix it with rice (it's a little expensive with one minced meat). By the way, I somehow didn't have enough for one mince pepper with rice and I stuffed oatmeal flakes with frying (onions, carrots, tomatoes) into it, it also turned out deliciously, and if it were also with meat. So, as an option to try it, what if you like it and to diversify the types of stuffed peppers, you can do one thing like that.
